Fronte Palestina Milano is joining with with Assosiation/Collective Uniti contro la Repressione at a protest on 25th June 2016 in L’Aquila, a city in the center of Italy  where it will hold  a protest across the city and a picket outside the main prison against the 41bis hard prison regime and its brutality and escalation such as torture inside the prison,  abuses by the police inside the prison, solitary confinement, and hard restrictions for the prisoners.

The 41bis Hard prison regime:

In Italian law, Article 41-bis of the Prison Administration Act (also known as Italy’s “hard prison regime”) is a provision that allows the Minister of Justice or the Minister of the Interior to suspend certain prison regulations.

At the beginning it was used against people imprisoned for particular crimes: Mafia involvement; drug-trafficking; homicide; aggravated robbery and extortion; kidnapping; importation, buying, possession or sale of huge amounts of drugs;

After 2001 G8 in Genoa, this law has been used for all crimes committed for “terrorism” or for subversion of the constitutional system.

 It is suspended only when a prisoner co-operates with the authorities, when a court annuls it, or when a prisoner dies.

The Surveillance Court of Rome is the court competent on nationwide level on appeals against the 41-bis decree

Restrictive measures

The system was essentially intended to cut inmates off completely from their original milieu and to separate them from their former criminal associates. Measures normally include bans on:

the use of the telephone;

all association or correspondence with other prisoners;

meetings with third parties;

receiving or sending sums of money over a set amount;

receiving parcels (other than those containing linen) from the outside;

organizing cultural, recreational or sporting activities;

voting or standing in elections for prisoner representatives; and taking part in arts-and-crafts activities, etc.,

as well as restrictions on visits from members of the family (once per month and visitors are only allowed to communicate by intercom through thick glass).

Since we fight against this inhuman and degrading treatment given to the prisoners subject to the special detainment or “hard prison” regime, in so far as Law 279 turned the transitory, exceptional nature of the penitentiary system detailed in article 41 bis into an integral part of the Penitentiary Act, We endorse the call for action for BILAL KAYED and all Palestinian prisoners and ask for the end of Administrative detention as well as the Italian 41Bis hard prison regime.

Main event of the Resistance Festival – a three day festival of politics, music and art, organized by Dromos Newspaper in Greece – will feature a panel with Leila Khaled, Palestinian resistance icon; Figen Yüksekdag, MP of the HDP in Turkey; Deborah Santana, Puerto Rican scholar and activist; and Marina Brescia, of the organizing committee of the Resistance Festival.

Leila Khaled will, among other topics, speak about the case of Bilal Kayed and Palestinian political prisoners.

The Resistance Festival also marks the launch of Greek-language translation of Leila’s autobiography, My People Shall Live, originally published in 1973. She will be signing copies of the new Greek edition on Saturday, 25 June and Sunday, 26 June, between 8:30 pm and 9:30 pm.

Administrative detention after 14 years in prison – Freedom for Bilal Kayed!

On 13 June, the Palestinian prisoner Bilal Kayed was slated to be released upon the completion of his 14 1/2 year prison sentence in Israeli prison. His family and friends were waiting for him, but Bilal did not see them – because instead of being released as scheduled, the Israeli military authorities ordered him to six months in administrative detention, imprisonment without charge or trial. Bilal Kayed, 34, was detained in 2001 and sentenced to 14 1/2 years in prison. Since September 2015 he has been held in isolation. The military laws in occupied Palestine allow the Israeli military to detain people indefinitely without charge or trial on the basis of secret files – with administrative detention orders of up to six months that are indefinitely renewable.

Today, over 7000 Palestinian political prisoners are being held in Israeli jails, including 750 in administrative detention. Freedom for Bilal Kayed! Freedom for all Palestinian prisoners! Freedom for Palestine!

Administrativhaft nach 14 Jahren Gefängnis!
Freiheit für Bilal Kayed!

Am 13. Juni sollte der palästinensische Gefangene Bilal Kayed nach vollständiger Verbüßung einer über 14jährigen Freiheitsstrafe aus dem israelischen Gefängnis entlassen werden. Seine Familie und seine Freunde erwarteten ihn, bekamen Bilal jedoch nicht einmal zu sehen, denn statt ihn freizulassen, wurde er von der israelischen Militärbehörde direkt zu sechs Monaten Administrativhaft verurteilt, d.h. eine Verurteilung ohne Anklage oder Gerichtsverfahren.
Bilal Kayed, 34, wurde im Jahr 2002 inhaftiert und zu 14 Jahren Gefängnis verurteilt. Seit September 2015 war er in Isolationshaft. Am Tag seiner Freilassung verhängten die Behörden eine sechsmonatige Administrativhaft und behielten ihn in Isolation.
Bilal ist am 15. Juni 2016 in einen offenen Hungerstreik getreten, um seine Freiheit und ein Ende der Administrativhaft zu fordern.
Die Militärgesetze in den besetzten palästinensischen Gebieten ermöglichen der Behörde auf der Basis von Geheimakten, ohne Anklage und ohne Prozess, Personen für unbestimmte Zeit einzusperren. Meistens werden vom Beamten sechs Monate Administrativhaft verhängt, die danach beliebig verlängert werden können. Heute befinden sich 7000 palästinensische politische Gefangene in israelischen Gefängnissen, darunter 750 in Administrativhaft.

The No Way to Treat a Child campaign has released two new videos on Israeli forces’ military detentions and prosecutions of around 700 Palestinian children every year.

Three out of four Palestinian children endure physical violence after their arrest by Israeli forces.

In 2016, ‪‎Israeli‬ authorities have held an average of 420 Palestinian children in Israeli military detention each month, the highest levels since data became available in 2008. The majority of these children endure physical violence, strip searches, and are denied access to a lawyer and their parents during interrogations.

The No Way to Treat a Child campaign seeks to challenge Israel’s prolonged military occupation of Palestinians by exposing widespread and systematic ill-treatment of Palestinian children in the Israeli military detention system. It is a project of Defense for Children International – Palestine and American Friends Service Committee.

Statement of Solidarity: Freedom for Sebnem Korur Fincanci and all political prisoners in Turkish jails

Samidoun Palestinian Prisoner Solidarity Network stands in solidarity with imprisoned Turkish academic and human rights defender Sebnem Korur Fincanci and demands her immediate release, and that of her colleagues.

Sebnem Korur Fincanci – the president of the Human Rights Foundation of Turkey, professor of forensic medicine at Istanbul University, and a longtime campaigner for rights and justice in Turkey, Palestine, and internationally – and her colleagues were arrested following their participation in a campaign of support for Kurdish newspaper Özgür Gündem, facing censorship.

For serving as “guest editor for a day,” prosecutors have initiated judicial investigations against 40 human rights defenders in Turkey for “propaganda for terror.” Fincanci and her colleagues were arrested in this context. Fincanci and her colleagues, Erol Önderoglu and Ahmet Nesin, were summoned to appear before prosecutors, immediately brought before a judge, and ordered arrested and held in custody.

Dr. Korur Fincanci is well known for her work on exposing torture and abuse against Palestinians in Israeli jails. Her forensic investigation confirmed the death from torture of Palestinian prisoner Arafat Jaradat on 23 February 2013 in Israel’s Megiddo prison. She participated in drafting the Istanbul Protocol, the UN’s authoritative “Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.”

As Sebnem Korur Fincanci has consistently stood with Palestinian prisoners, demanding their rights and freedom, today we stand with her to demand her freedom and that of her colleagues.

We call upon the Turkish state to immediately release Korur Fincanci and her colleagues and drop all charges against them and their fellow guest editors of Özgür Gündem. We further demand an end to the ongoing “support for terror” and other political prosecutions against Kurdish and Turkish lawyers, journalists, academics and other human rights defenders; from the US to Palestine to Turkey, “terror” prosecutions are a means for state political repression, censorship, intimidation and targeting. Kayed refuses to attend military court hearing on administrative detention; delayed until 6 July

The Israeli Ofer military court delayed its hearing to confirm the six-month administrative detention order against hunger-striking Palestinian prisoner Bilal Kayed this morning, 22 June. Kayed refused to attend today’s hearing, stating that he did not recognize the legitimacy of the administrative detention order or the military court.

Kayed’s lawyer, Farah Bayadsi of Addameer Prisoner Support and Human Rights Association, said in Hadaf News that the hearing was delayed until 6 July. Kayed is on hunger strike for the ninth day, held in solitary confinement, in protest of the administrative detention order against him issued upon the completion of his 14 1/2 year sentence in Israeli prison.

Bayadsi said that that she requested Kayed’s full Shin Bet file, including the records of his interrogation, noting that both Kayed’s administrative detention and solitary confinement are based on the “secret file.” She demanded access to this secret file, including the intelligence agency’s information therein, from the military court.

Over 120 prisoners associated with the Popular Front for the Liberation of Palestine, Kayed’s leftist Palestinian party, are currently engaged in a protest hunger strike for several days demanding Kayed’s release. Palestinian prisoners highlight the threat that this case poses to all Palestinian prisoners serving lengthy sentences – that they could, rather than being released at the end of their sentence, be indefinitely detained under administrative detention orders as a systematic policy. There are over 700 Palestinians held under administrative detention without charge or trial.

The striking prisoners have faced harsh repression; their rooms have been closed and personal belongings and electronic devices confiscated. They have been barred from receiving family visits. Wael Jaghoub, a leader of the strike and of the PFLP in Israeli prisons, has been transferred from Ramon prison to an unknown location as of 22 June. Jaghoub, imprisoned since 2001, is serving a life sentence, and is one of the leaders in the prisoners’ movement, frequently subjected to transfer and isolation.

There is a Palestinian, Arab and international campaign for Kayed’s freedom; over 150 organizations have signed on to the call to action for international solidarity with Kayed on 24 and 25 June, and actions are or have taken place in New York, Berlin, Brussels, Den Haag, Athens, Torino, Dublin and elsewhere in solidarity with Kayed and demanding his immediate release.

New video urges freedom and solidarity for imprisoned Bilal Kayed

A new video urges international solidarity and support for the hunger strike of Bilal Kayed and his comrades. Kayed, 35, was ordered to administrative detention on 13 June when his 14 1/2 year sentence in Israeli prison expired.

Kayed is one of over 700 Palestinians held without charge or trial in administrative detention. Administrative detention orders are indefinitely renewable, and based on “secret evidence” that cannot be viewed or challenged by either the detainee or their lawyer.

Hundreds of Palestinian prisoners are participating in protest actions inside Israeli jails in solidarity with Kayed, and there is a call for international action on 24 and 25 June to demand his immediate release and the cancellation of the administrative detention order.

Striking prisoners under attack in Israeli prisons urge action to support struggle for freedom

Palestinian prisoners affiliated with the Popular Front for the Liberation of Palestine are carrying out a two-day hunger strike in all Israeli prisons demanding the freedom of Bilal Kayed. Kayed, 35, is a prominent prisoner leader who was scheduled for release on 13 June after 14 1/2 years in Israeli prison – instead of release, he was instead ordered to six months’ administrative detention without charge or trial.

Kayed has launched an open hunger strike demanding his freedom, and fellow prisoner are engaged in an escalating wave of strikes and protests joining in the campaign. Prisoners view Kayed’s case as one of great importance; in particular, the order to administrative detention after a lengthy sentence seems an attempt to set a precedent for the future indefinite detention of Palestinian prisoners after the expiration of their sentences.

Israeli prison forces have invaded multiple sections of striking prisoners in Ramon prison; water and cooling systems have been shut down to strikers’ sections, while personal belongings and appliances have been confiscated. An urgent message from prisoners “called on the Palestinian people and all strugglers for freedom…to go to the streets and the squares, and confront the Israeli soldiers at roadblocks and checkpoints and Ofer prison against the repression of the prisoners’ movement.”

Protests are being planned in Palestine in various locations, including Nablus and Dheisheh refugee camp; international actions are being organized in response to a global call to action focusing on 24 and 25 June.

De Palestijnse politieke gevangene Bilal Kayed zou het daglicht weer zien op 13 Juni, na 14,5 jaar doorgebracht te hebben in Israëlisch gevangenschap. Terwijl zijn familie op hem stond te wachten, werd hij door het Israëlische bezettingsleger veroordeeld tot zes maanden in administratieve detentie zonder aanklacht of proces. Kayed is sinds 15 juni in hongerstaking om zijn vrijheid te eisen en een einde te maken aan administratieve detentie. Op vrijdag 24 juni zijn er internationaal protesten in solidariteit met Kayed en zijn strijd voor vrijheid en tegen administratieve detentie. Wij eisen de vrijlating van Bilal Kayed en alle Palestijnse gevangenen, en een einde aan administratieve detentie.

Terwijl Bilal Kayed illegaal gevangen wordt gehouden door Israël, betaalt de Nederlandse regering al jarenlang illegale AOW-uitkeringen aan illegale kolonisten in de West Bank. De Nederlandse regering doet er tevens alles aan om zo min mogelijk uitkeringen te betalen aan Marokkaans-Nederlandse en Turks-Nederlandse burgers die emigreren. De Nederlandse AOW-uitkering aan illegale kolonisten gaat in tegen internationaal en Nederlands recht. Wij eisen een einde aan de steun voor de kolonisatie en bezetting van Palestina.

The Palestinian political prisoner Bilal Kayed would see the daylight again on the 13th of June, after 14,5 years in Israeli prisons. While his family was waiting for him, he was ordered by the Israeli occupation military to six months in administrative detention without charge or trial. He is now on an open hunger strike which he launched the morning of 15 June – demanding his freedom and an end to administrative detention. On Friday 24 June there will be international protests in solidarity with Kayed and his struggle for freedom and against administrative detention. We demand freedom from Bilal Kayed and all Palestinian prisoners, and an end to administrative detention.

While Bilal Kayed is being imprisoned illegally by Israel, the Dutch government is paying illegal state pensions to illegal settlers in the West Bank. The state pension for illegal Israeli settlers is higher than that for older people in The Netherlands! The Dutch government is also trying its very best to pay as little social benefits as possible to Moroccan-Dutch and Turkish-Dutch citizens who emigrate. The Dutch state pension for illegal settlers goes against international and Dutch law. We demand an end to the support for the colonization and occupation of Palestine.
