Two more Palestinian student activists arrested by Israeli occupation forces

As Palestinian student elections approach, two more student activists and leaders were among seven Palestinians arrested by Israeli occupation forces in pre-dawn military raids Friday, 8 April. The two students, Salsabil Shalaldeh and Ibrahim Salhab, are both members of the elected Student Union at Palestine Polytechnic University, where they represent the Islamic Bloc, one of the student blocs active in student affairs.

Shalaldeh, 21, from Sair north of al-Khalil, is the daughter of imprisoned Sheikh Zawadi Shalaldeh, held in administrative detention without charge or trial for the past three months by Israeli occupation forces. She studies information technology at the university. Salhab, from Doha near Bethlehem, is also active with the Islamic Bloc and the Student Union at PPU.

Members and offices of the Islamic Bloc and the Progressive Student Labor Front, Islamic and leftist student blocs, have been raided and arrested in the past weeks as campus elections approach in the coming weeks.

Four people were arrested in Al-Arroub refugee camp near al-Khalil, and another Palestinian was arrested in Qalqilya.

Hunger striker Janazrah’s appeal rejected as health declines; Mafarjeh placed in solitary confinement

The Israeli military court at Ofer rejected the appeal of hunger-striking Palestinian administrative detainee Sami Janazrah on Thursday, 8 April. Janazra, 43, a Palestinian refugee living in Al-Fuwwar camp, has been imprisoned without charge or trial since 15 November 2015; on 3 March he launched an open-ended hunger strike demanding his freedom.

Palestinian lawyer Jawad Boulos said that he would appeal to the Israeli supreme court against Janazrah’s detention. Janazra has lost 16 kilograms (approximately 33 pounds) since he began his hunger strike and has had a sharp drop in his blood pressure.

Janazrah is one of seven Palestinian prisoners on hunger strike against administrative detention and the use of solitary confinement. His fellow strikers include Abdel-Rahim Sawayfeh, Abdul-Ghani Safadi, Fouad Assi, Adib Mafarjeh, Nahar Saadi, and Mohammed Daoud. Like Janazrah, Sawayfeh, Safadi, Assi, and Mafarjeh are all imprisoned without charge or trial under administrative detention; Saadi has been isolated for three years and is demanding release from solitary confinement. Daoud is a re-arrested former prisoner, released in 2011 in the Wafa al-Ahrar prisoner exchange with the Palestinian resistance, whose remaining five-year term was arbitrarily reimposed without charge or trial by the Israeli military in late 2015.

Mafarjeh, who has been imprisoned since 10 December 2014, launched his strike on Monday. He was removed to solitary confinement in Beersheva prison in order to pressure him to end his hunger strike.

Six Palestinian fishers from Gaza arrested in 24 hours

The Israeli occupation navy enforcing the siege of the Gaza Strip opened fire on two fishing boats off the shores of Rafah on Friday, 8 April, forcing four fishers off the boats, detaining them and seizing their two fishing boats. Ahmed Bardawil, Iyad Bardawil, Mohammed Musleh and Bilal Musleh were arrested by the occupation forces, said Zakaria Baker of the Union of Agricultural Work Committees, which organizes Palestinian fishers and farmers to defend the land and the rights of Palestinians.

The attacks on the Bardawil and Musleh fishing boats come only hours after two more Palestinian fishers, Eyad Alloun and Raed Abu Odeh, were arrested off the coast of Khan Younis on Thursday, 7 April, all while sailing within the designated 9 nautical mile fishing zone, extended off the Gaza coast from six nautical miles just last week. Alloun and Abu Odeh’s boat was left drifting at sea before being towed back by other Palestinian fishers.

The small fishing area, which limits access to larger and more valuable fish, is enforced by live fire from naval gunships as part of the ongoing blockade of Gaza.

In 2015, 71 fishers were arrested and 22 fishing boats confiscated; the confiscation of fishing boats is a devastating blow to the livelihood of a fishing family.

Al-Aqsa imam arrested by Israeli occupation forces after Friday prayers; 6 Jerusalemites arrested in Silwan

UPDATE: Sheikh Mohammed Salim was released late Friday afternoon after being detained for several hours.

salim-2Israeli occupation forces arrested imam Sheikh Mohammed Salim as he left the Al-Aqsa Mosque in Jerusalem on Friday, 8 April, accusing him of “incitement” in his speech delivered today at Friday prayers before 70,000 worshipers.

Feras al-Dabas, press spokesperson of the Islamic Waqf, was quoted in Al-Resalah as saying that despite the intervention of the director of the Waqf, Sheik Azzam al-Khatib, the occupation forces insisted on arresting Salim and had taken him to a detention center, without revealing his whereabouts.

This came as occupation forces arrested six Palestinian Jerusalemites from Silwan, confiscating a protest tent, in an attempt to stop a public Friday prayer in protest of ongoing Israeli occupation policies of repression against the people of Silwan, in particular a decision to demolish 50 homes in Silwan under the pretext of the construction of a garden. Jalal Abbasi, Firas Abbasi, Musa Abbasi, Mohammed Abu Tayeh and Khaled Abu Tayeh and detained two vehicles, which were warned against delivering any plastic chairs to the protest tent.

Jawad Siyam, Director of the Wadi Hilweh Information Center was briefly arrested after attempting to stop the arrest of the five Palestinian youths, and later released. Despite the arrests and the confiscation of the protest tent, the public prayer in rejection of arrests, home demolitions and land confiscation went forward.

To mark Palestinian Prisoners’ Day 2016, the Ireland-Palestine Solidarity Campaign is inviting Palestinian lawyer Aouda Zbidat from Addameer Prisoner Support and Human Rights Association to provide a first-hand account of the human rights violations experienced by Palestinian political prisoners in occupied Palestine.

Some of the issues that Ms Zbidat will address in her talk will be:

– The issue of child prisoners and the abuse of children within the system – UNICEF has stated that Israel’s child prisoner “practices are in violation of international law”
– The issue of torture in Israeli prisons.
– Hunger strikes in Israeli prisons.
– Denial of prisoners rights and violations of international law in Israel’s prison system.
– Administrative detention – A form of internment without trial, which Amnesty says is used “to suppress the legitimate and peaceful activities of activists in the Occupied Palestinian Territories”.
– The 99.7% conviction rate for Palestinian security prisoners, tried before Israeli military (non-jury) courts “whose proceedings do not meet international standards for fair trial”, according to Amnesty.
– The detention of Palestinian parliamentarians and civil society leaders.

The Israeli prison system – a central part of the architecture of Apartheid.

Since the beginning of the Israeli occupation of Palestinian territories in 1967, it has maintained a mass detention policy targeting, among others, human rights and political activists, children and elected politicians. Some 800,000 Palestinians have been detained by the Israeli military, approximately 40% of the total male population in the occupied Palestinian territories.  Israel’s torture, ill treatment and other violations of human rights and international law in regards to political prisoners is widespread and systematic. As of February 2016, the number of Palestinian political detainees held in Israeli prisons is 7000, 406 of which are children and 670 are administrative detainees, indefinitely interned without charge or trial.

The issue of prisoners, particularly child prisoners, is one that is often overlooked in discussions around the Palestine-Israel issue, usually only mentioned when Israel releases prisoners as a so-called ‘goodwill gesture’. Yet the prisoners issue goes to the very heart of Israeli policy in Palestine – the decapitation of political movements, the criminalisation and ‘securitisation’ of young people who resist occupation, not to mention the psychological and traumatic effects detention and abuse has on young people who go through the prison system. Even NGOs who work with prisoners are targets of Israeli policy, with offices being raided and advocates themselves detained.

Through providing legal aid, documentation of the violations and local and international advocacy and lobbying Addameer works to end the policy of mass arbitrary detention and the gross violations of Palestinians’ rights and aspires to build a free and democratic Palestinian society.

About the speaker

Aouda Zbidat is a Palestinian lawyer at Addameer (Arabic for conscience), a human rights organization based in occupied Palestine who campaign for the rights of Palestinian Political Prisoners. Aouda has, for the past three years, worked in Israel’s military courts representing Palestinian detainees and has closely worked on Addameer’s various campaigns to end policies of arbitrary administrative detention, and campaigns in support of hunger striking detainees.

About Addameer

Addameer is a Palestinian non-governmental, civil institution that works to support Palestinian political prisoners held in Israeli and Palestinian prisons. Established in 1992 by a group of activists interested in human rights, the center offers free legal aid to political prisoners, advocates their rights at the national and international level, and works to end torture and other violations of prisoners’ rights through monitoring, legal procedures and solidarity campaigns. Addameer believes in the importance of building a free and democratic Palestinian society based on justice, equality, rule of law and respect for human rights within the larger framework of the right to self-determination. Addameer’s work is based on a belief in the universality of human rights as enshrined in international law.

Addameer has been actively involved in the development of Palestinian civil society since its establishment. In particular, in its role as an executive member of the Palestinian NGO Network and the Palestinian Council of Human Rights Organizations, Addameer plays an important role in structuring the response of civil society to human rights violations, as well as directing strategies for increased community awareness. This has also placed the association in a unique position because of its strong commitment and relationship to the local community. Community involvement remains the backbone of the organization, in the form of volunteerism and support for all activities of the association and its campaigns. Addameer strives to be more than a service-oriented association, but rather a resource for the local and international community to address human rights violations. In that regard, Addameer also works closely with international human rights organizations such as Amnesty International, Human Rights Watch, OMCT and FIDH to provide regular information on the situation of Palestinian political detainees.

Call to Action: Palestinian Prisoners’ Day 2016

On 17 April each year, Palestinian prisoners, the Palestinian people, and the world mark the International Day of Solidarity with Palestinian Prisoners.

Commemorated since 1974, when the first Palestinian prisoner, Mahmoud Hijazi, was freed in a prisoner exchange with the Palestinian Resistance, 17 April is a day of protests, rallies, marches, forums and more to commemorate the struggle of Palestinians imprisoned in Israeli occupation jails and demand their freedom.

We join with the Palestinian prisoners’ movement in calling on organizations and people of conscience around the world to take action on 17 April to express your solidarity and call for freedom for Palestinian political prisoners.

Over 7,000 Palestinian prisoners are currently held in Israeli jails. More than 700 of them are held in administrative detention without charge or trial. The others face military courts which convict over 99% of the Palestinians that appear before them. Over 400 Palestinian children as young as 12 years old are held in Israeli prisons.

Every night, Israeli occupation forces conduct violent armed invasions of Palestinian villages, cities, refugee camps and homes, ransacking them and arresting dozens of Palestinians. This comes amid near-daily killings and extrajudicial execution of Palestinians by occupation forces, the demolition of the homes of the families of Palestinian prisoners, new racist laws targeting Palestinians who hold Israeli citizenship, and further escalating repression.

International action has seen some response: G4S, the British-Danish security corporation targeted for a global boycott because of its role in providing security systems, control rooms and equipment to Israeli prisons, has announced it is selling off its Israeli subsidiary and leaving the market entirely. However, it’s critical to keep the pressure on G4S until their equipment and security systems are no longer being used to imprison Palestinians, block their movement at checkpoints, or besiege Gaza.

G4S doesn’t only profit on the imprisonment of Palestinians, of course. Black student movements at Columbia University, the University of California and Cornell University have led in building campus boycotts and divestment against G4S because of its role in private imprisonment in the United States, especially of youth, and have won significant victories. Organizing with movements confronting imprisonment and racist oppression, including the Black movement and the prison divestment movement, is particularly crucial in confronting common oppressors; the Black4Palestine statement identified G4S as a strong common target for struggle. Confronting racism and oppression of all forms comes hand in hand with confronting Zionist settler-colonial racism in Palestine.

Palestinian Prisoners’ Day this year also comes amid international repression of Palestinian organizing – for example, the attacks on BDS in France and the arrest and prosecution of BDS activists – and the imprisonment and persecution of Palestinians and fellow strugglers in international prisons, as in the cases of Georges Ibrahim Abdullah, the Holy Land Five, and Rasmea Odeh. 

On Palestinian Prisoners’ Day 2016, key issues facing Palestinian prisoners in Israeli prisons include:

  • Solitary confinement: nearly 20 Palestinians are being held in long-term solitary confinement, a form of torture. They are demanding return to general population.
  • Administrative detention: over 700 Palestinians are imprisoned without charge or trial under administrative detention, often targeting community leaders and activists like Eteraf Rimawi, circus teacher Mohammed Abu Sakha, or journalist Musab Kufaisheh.
  • Attacks on students: In the past weeks, Al-Quds University, the Arab American University and other Palestinian universities have been raided by Israeli occupation forces. Student leaders and activists at Bir Zeit University, Al-Quds University, An-Najah University and other institutions have been arrested and imprisoned, in an attempt to stifle student organizing and activism.
  • Torture and mistreatment: Nearly every Palestinian prisoner is subject to “legitimate” torture and abuse under interrogation, including lengthy periods of being held in painful stress positions, sleep deprivation, sexual threats and threats to family members, and direct beating and physical assaults. The vast majority of children arrested report experiencing physical and psychological torture and abuse at the hands of Israeli occupation soldiers and intelligence agents;

Take action for Palestinian Prisoners’ Day!

  1. Organize a protest at an Israeli consulate or embassy, a G4S office, or public square on Sunday, April 17 for Palestinian prisoners. Bring flyers and leaflets or signs, and call for freedom for Palestinian political prisoners. Or join with movements for prison divestment or other issues around racism and mass incarceration for joint protests against racist imprisonment of all kinds.
  1. Organize a forum or discussion about Palestinian prisoners. Help build awareness and action in support of Palestinian prisoners. Participants can also write letters to Palestinian prisoners.
  1. Screen a film – whether as a large event in a cinema, or a small get together in a home – on Palestinian prisoners. Titles include “Tell your tale, little bird,” “Women in Struggle,” “Hunger Strike,” “Palestine: la case prison,” “Degrees of Incarceration,” “A Path to Gaza Prison Camp,” “Lina,” “Detaining Dreams,” “Crayons of Askalan,” “Stone Cold Justice,” “Beyond the Walls,” “At the Heart of a Siege,” and “Stolen Youth.” The new feature film by Mai Masri, “3000 Nights,” focuses on the Palestinian experience of imprisonment.

In 2004, the First International Conference on Political Prisoners in Donostia (Basque Country) adopted a declaration of April 17 as the International Day of Political Prisoners. This date, selected in reference to the Palestinian Prisoners’ Day established in 1975, is a date for public advocacy about people who remain detained for their politics.

On this occasion and in the framework of the Week of International Solidarity with Political Prisoners, the Collective to Free Georges Ibrahim Abdallah is organizing an event in solidarity with Georges Ibrahim Abdallah, Ahmad Sa’adat and all Palestinian prisoners.

This comes amid near-daily killings and extrajudicial execution of Palestinians by occupation forces, the demolition of the homes of the families of Palestinian prisoners, new racist laws targeting Palestinians who hold Israeli citizenship, and further escalating repression.

International action has seen some response: G4S, the British-Danish security corporation targeted for a global boycott because of its role in providing security systems, control rooms and equipment to Israeli prisons, has announced it is selling off its Israeli subsidiary and leaving the market entirely. However, it’s critical to keep the pressure on G4S until their equipment and security systems are no longer being used to imprison Palestinians, block their movement at checkpoints, or besiege Gaza.

G4S doesn’t only profit on the imprisonment of Palestinians, of course. Black student movements at Columbia University, the University of California and Cornell University have led in building campus boycotts and divestment against G4S because of its role in private imprisonment in the United States, especially of youth, and have won significant victories. Organizing with movements confronting imprisonment and racist oppression, including the Black movement and the prison divestment movement, is particularly crucial in confronting common oppressors.

Palestinian Prisoners’ Day this year also comes amid international repression of Palestinian organizing – for example, the attacks on BDS in France and the arrest and prosecution of BDS activists – and the imprisonment and persecution of Palestinians and fellow strugglers in international prisons, as in the cases of Georges Ibrahim Abdullah, the Holy Land Five, and Rasmea Odeh. Confronting racism and oppression of all forms comes hand in hand with confronting Zionist settler-colonial racism in Palestine.
